Two Sheriff’s deputies on patrol stopped Victor Lowell, 35, of Putnam Valley, shortly after 7:15 p.m. on Sunday, April 14, after he committed a traffic violation near the intersection of Oscawana Lake Road and Church Street in Putnam Valley.
During the stop, Putnam County Sheriff Robert Langley, Jr., said that Lowell repeatedly refused to provide the deputies his driver’s license, leading them to determine that he did not have a valid license.
According to Langley, the deputies instructed Lowell to exit the vehicle several times, which he refused. When the deputies attempted to place Lowell under arrest, he also resisted, though he was eventually taken into custody.
Langley said that a check of the DMV’s computer system found that Lowell’s license had previously been revoked, and he was arrested.
Lowell was charged with aggravated unlicensed operation of a motor vehicle, obstruction of governmental administration and resisting arrest. Lowell has been scheduled to appear in the Town of Putnam Valley Justice Court at an undisclosed date.
